Red is the civil ensign, used by merchant vessels and civilian vessels. This is also the courtesy flag flown in port by foreign vessels docked in the CS.
Blue is the state ensign, used by ships commanded by the Confederate Naval Reserve, or other government ships not in the active duty national navy
White is the naval ensign, used by ships in active naval service
The final design is the Civil Air Ensign, representing civil aviation, flown from buildings connected to the administration of civil aviation and by airlines. Equivalent to the red civil ensign.
Ships or aircraft registered in a specific state will fly a flag bearing the state seal on it.
