Novus Ordo Seclorum- “A New Order for the Ages”- is the official motto of INTO, the International Treaty Organization, and is used informally to describe the unnamed coalition of interests working to establish a hegemony of peace, prosperity, and liberty across the globe.

You can dismiss any wild claims by conspiracy theorists about Illuminati or plots- clearly such things are ridiculous.

Scientists in the early 21st century seriously underestimated the speed, impact, and severity of climate change. Initial warming set off a then poorly-understood feedback cycle that eventually stabilized at an approximately 3.1 degree Celsius average temperature increase by the mid-2050s. Instead of one meter of sea level rise by 2100, the world’s ice caps had almost entirely melted by the 2070s, and worst case scenarios that envisioned a maximum sea level rise of between 70 and 80 meters were discovered to be optimistic when the world’s oceans reached an equilibrium of roughly 100 meters above the 1990 sea level by 2075. The Anthropocene Climate Changes generated a relatively minor mass extinction when compared to say, the Great Oxygenation Event, but between 5 and 10% of all species on Earth went extinct in a relatively brief period of about two centuries following the year 2000. The severe disruption to the ecosystem precipitated massive crop failures even before rising floodwaters inundated much of the world’s most productive farmland in low-lying coastal plains and valleys. Mass famine coupled with the displacement of 0.75 to 1.0 billion refugees globally led to unprecedented geopolitical chaos.

That the world’s scientists were so universally wrong about the effects and severity of global warming is absolutely not indicative of any kind of conspiracy (or of the author not having a map that showed 60-70 meters of sea level rise), and the fact that the world’s governments did so little in the obvious face of impending disaster is merely proof of the incompetence of those now-discredited leaders.

Despite the aforementioned global chaos, political instability, mass starvation, and huge displacement of refugees, mankind has risen to the challenge! New, centrist, technocratic parties with the goal of preserving life, liberty, and civil rights have been voted in by massive popular support across much of the world, and have come together in the form of the InterNational Treaty Organization. INTO is an alliance composed entirely of free countries, whose Partners for Peace consist of other democratic allies for freedom across the globe. In conjunction with the United Nations (now that the Security Council is entirely controlled by INTO members), INTO and its Partners fight to feed the hungry, house the homeless, treat the sick, build free and stable governments out of anarchy, combat terrorism, and oppose evil rogue states who reject the new global consensus.

The United States of America- under the National Union Party and the FEMA Resettlement Administration- is first among equals in INTO and is at the forefront of NOS work across the globe in the form of its Stabilization and Humanitarian Forces and its Reconstruction Missions. The European Union (which will be celebrating the anniversary of its federalization soon) is number two, and is in the process of restoring civil authority to its coastal regions while heroically confronting the threat of the Neo-Putinist and ultranationalist Russian Federative Democratic Republic. The EU also has an ongoing project to voluntarily relocate and repatriate certain residents whose rich cultural heritage is from outside of Europe. (Any fringe rumors about the Relocation and Repatriation Authorities in Libya and Tunisia and be safely ignored- those areas are under autonomous, elected governments being prepared for PFP status and full sovereignty in the near future.) Other major members of INTO include the Siberian Union, Australia, Chile, and Canada who that have their own humanitarian operations, generally within their local regions.

INTOs Partners for Peace are a diverse association of free countries committed to the cause, who have stepped up after hearing the call from the UN and the good people of the world. They range from Laos (the last formally communist country on Earth- don’t worry, it’s just a formality) to the Islamic Republic of Iran and the State of Israel. Most aspire to full membership within the Treaty Organization, and all do their part to build the New Order of Liberty that will stand for the Ages!

The United Nations- now based in Toronto- remains, as it always has, one of the greatest forces for maintaining international peace and security and promoting human rights. The UN Peacekeepers now recruit their personnel directly from the citizens of member states (instead of relying on civil and military personnel contributed by members) and are heavily involved in the worst of the failed states across the globe. Several countries are administered under UN Transitional Authorities (UN appointed administrators run things) or UN Temporary Executives (the area in question has local administrators who answer to an appointed UN authority), and these provide the largest source of Peacekeeper recruits. The UN has also stationed UN Protection Forces and UN Security Forces in some countries to support the central authorities in those countries, and the Security Council (USA, Britain, EU, Republic of China, Siberia) has issued UN Mandates for Aid to allow INTO members and Partners for Peace to conduct their own humanitarian interventions under UN supervision. Various other types of United Nations operations are ongoing, far too many to list here!

Unfortunately there are a number of states and state-like entities- most horrible dictatorships under unstable strongmen- who actively oppose the New Order for the Ages and the peaceful and humanitarian efforts of INTO and the UN.

The worst of these is Da’esh- a genocidal terrorist organization that controls a pseudo-state in the failed states of Iraq and Syria, while commanding the loyalty of other, similar horrific groups in Africa and Indonesia. There are also a variety of other terrorist governments that pursue Radical Islam (which is nothing like the noble and traditional faith practiced in the Sudan and Egypt or Iran). This number ranges from Azawad to the Daesh-breakaway pseudo-state in Afghanistan, and includes countries like Oman and Somaliland (despite their entirely inaccurate claims to being a constitutional monarchy and a multi-party democracy respectively).

The most powerful rogue state on Earth is the RFDR, which follows a mixed ideology of extreme Russian nationalism and militarism. Russia is nuclear armed and technically has the world’s largest military, due to its requirements of universal service and a military reserve that consists of all veterans, and routinely calls for the destruction and conquest of many of its neighbors. It remains closely allied to Armenia, a fellow hostile nation. Other major rogue states include the Swiss Confederation- a xenophobic oligarchy that preferred to watch its neighbors suffer and die than lend them a hand and join the EU- and Brazil, which like Russia regularly threatens its peaceful neighbors (as well as INTO and the UN) on the basis of unfounded irredentist claims and is currently engaged in the illegal occupation of part of Paraguay.

Perhaps the most committed enemy of the NOS however, is the Southern African Democratic Community. Despite the SADC’s claims that all of its members are democracies and that Botswana (which hosts the SADC capital in Gaborone) is the freest country on Earth, in fact it is composed of oligarchies, dictatorships, and oppressive monarchies. The Community is a popular destination for dangerous terrorists and criminals opposed to INTO and the UN, and is a major source of utterly untrue propaganda about the New Order. It can be judged by its actions- notably its illegal occupation of Mozambique and its ally Zambia’s illegal occupation of the southern Congo- and the fact that the illegitimate and xenophobic government of Zimbabwe (that deposed the true Zimbabwean government, which was a Partner for Peace) was allowed to join.

So other than the rogue states and Brunei, are there any other independent countries that aren't rebels?
Well the Rebel states are merely NGO like, almost every country on the planet had to be part of the literal one world government; though there are a very small number of neutral countries involved, namely Lichtenstein, Dubai, and some very small pacific islander nations.
 
Although I am rather dubious about any 1980s WWIII that ends in a clear victory for anyone (working SDI? In 1987??), that's one fine map, KuboCasket.
Well the 1980's WWIII wasn't in consideration at the time I started out making this map, in fact I planned to have it set in the 2000's but I felt more familiar with the hardware of the 1980's so I went with the former. It helps that I did plan on making my own adaptation of the Able Archer 83 TL, but well I lost interest and found something more interesting to work on.

Since I have some time until I go to bed later, I might as well post an update on the civil war in Wisconsin. As ASB as this might sound, I really do enjoy this scenario with a civil war in my own state. I did decide to make this somewhat less awkward for the United States and Wisconsin, for this scenario both Minnesota and Iowa are independent countries after declaring independence from the Midwestern Federation in the mid 19th century. But without further ado lets continue this strange ASB scenario.

To recap here are the following colors representing the factions of the Wisconsin Civil War.

People's Socialist Republic of Wisconsin/the Regime
Democratic Wisconsin/the National Liberation Army of Wisconsin
Wisconsin People's Republic/National Salvation Front
Minnesotan Republic
Republic of Iowa

With the war dragging on into September 2016, Wisconsin has experienced over one year of conflict in the northern and western part of the country. The regime has launched a series of offensives in early 2016 to dislodged and destroy the now defunct People's Liberation Army an extremist left wing organization that adhered to Maoist/Marxist dogma. In late March of 2016 the Wisconsin Army retook the capital of the self proclaimed Workers Republic of Wisconsin and virtually wipeout the communist insurgency in the upper peninsula of Wisconsin. The regime has managed to hold on to the gains made in early spring and early summer offensives this year. It has come though with significant casualties on both sides, it took 402 deaths and some 1,600 wounded in order for regime troops to retake Marquette the capital of the communist faction in the war. Hundreds of more casualties were sustained in the months long offensives and military operations in north Wisconsin.

Wisconsin still continues to maintain that the United States and its allies are supporting the insurgency, a charge that is still either denied by the United States and its allies, or has made no comment as the U.S is far more focused with the geopolitical situation ongoing in the Middle East in Syria and in Iraq. However Wisconsin state television has stated that government troops found thousands of C7 rifles (standard issue for the Canadian military) along with several caches of anti tank missiles such as TOW missiles and even some Javelin Antitank missile launchers. This has lead to the regime assuming that some western governments are supporting some factions, mainly the National Salvation Front and the National Liberation Army of Wisconsin.


The regime as suffered some setbacks, in mid April of 2016 after several months of holding in the city of Eau Claire, government troops had no choice but to surrender the city to the National Salvation Front. The NSF proclaimed the Wisconsin People's Republic and declared Eau Claire to the temporary capital of the NSF.

As of September 10th, 2016 the war has killed 88,914 people including 21,445 civilians dead as well. The United Nations has estimated that by the end of 2016 the war could kill as many as 100,000 or more. Human rights organizations such as AI, HW, and the Wisconsin Forum for Human Rights has said that the regime has carried out a system of state repression since the military coup in July last year. Over 125,000 people have been detained which also includes some 35,000 political prisoners being held in jails throughout regime held territories. Over 13,000 civilians have reported to have been killed because of government actions. Air strikes, massacres, torture, extrajudicial killings have all been occurring under the presidency of Samuel Schmitt, the leader of a Military Junta that has ruled the one party socialist state since 2015. The National Committee for the Reimplementation of Socialism has ruled the country with an authoritarian style of government. The former president of Wisconsin Scott Walker was held under house arrest until he was executed in early May of this year. The regime has censored and outright banned various websites and newspapers critical of the regime. All local newspapers have been banned and only state approved newspapers are allowed to distributed to the public.

There is more alleged damming evidence of state repression occurring in Wisconsin, according to defectors of the 125,000 people detained it has been estimated that over 3,000 have been killed in regime held prisons this also doesn't include the thousands of captured rebels that been executed after being captured by government soldiers. 88,000 rebels have been taken prisoner since the war and if the worse case scenario is to occur, many of these 88,000 rebels won't be seen again alive.

This doesn't mean though, that the regime is entirely the monster, indeed the state repression has been condemned by various human rights organizations and NGOs, however there have been numerous acts of atrocities committed by the rebels. Of the 21,445 civilians killed in the war, 7,576 pro-regime citizens have been killed in terrorist bombings, shootings, force labor, and other atrocities committed by the rebels. In the cities of Milwaukee, Steinstadt, Volksburg, Ogima City (the capital of Wisconsin), hundreds of civilians have been killed by anti government rebels. Hundreds, possibly thousands of people have been abducted and disappeared in captured rebel territories. Rebels have also reported to abuse and kill captured government soldiers.

Worst still for Wisconsin and its trapped citizens over in the western part, another city this time, La-Crosse is set to possibly become another Aleppo. Since late May of this year over 1,000 civilians have been killed in the city mostly from rocket attacks and discriminatory attacks from both the rebels and the military. If the city of La-Crosse falls to the NSF, the Republic of Iowa has stated its interest in intervening militarily on the side of the Schmitt regime. Iowa's National Assembly voted overwhelmingly yes in approving military support to the regime if the city of La-Crosse fell to the NSF and upon request by President Schmitt himself and his government. Such a move would strengthen Wisconsin's ties with Iowa which has since 2008 been enjoying increasingly positive relations with a country that has around 3.4 million people and a standing military of around 35,000 active with 100,000 reserves.

With no end in sight for Wisconsin, the nation's 15 million people look on as their country fast becomes another Syria, another Iraq, another Ukraine.

Just a little idea I had. Based off an article I read about Alexander Hamilton becoming President. No internal borders because I'm not very good, lol. Here it is.

It's interesting, but frankly I'm not sure Hamilton could have won the Presidency. He alienated people on both sides of the partisan divide (like, he pissed off every Democratic-Republican ever, as well as John Adams, the other leading Federalist) and had been the subject of the first major US sex scandal (The Reynolds Affair) and between the two of those he probably couldn't garner the support needed to win the election with such a simple POD of not dying.

I'd say the Reynolds Affair alone prevents Hamilton from winning the Presidency. He wasn't exactly tactful with his opinions, either, and accusations of monarchism brought him down severely OTL, and would likely continue to.
 
I find it hard to believe that a Hamilton Presidency would result in the annexation of Canada nor would his fellow Federalists be warm to the idea of heckling Britain.

That said, I can see it making a good slogan: "Hamilton 1804: Finish the Job"
 
On the subject of the US, here's something I'm working on. In this timeline, Louis XVI decides not to aid the American Revolution, and Britain eventually achieves victory. However, while the southern colonies are mostly reintegrated, the north is by this point completely unwilling to give up its independence. Britain's boneheaded attempts at reintegrating them don't help. After years of violence, the North is granted their independence (as well as Quebec: French Canadians had grown increasingly radical over the years and Britain didn't want to deal with a third war). The northern colonies unite as the Republic of Freedonia.
Meanwhile, some veterans of the first American Revolution had fled to New Spain, and proceeded to screw everything up there, too. Save Panama and the Caribbean, all of Spanish North America was lost to revolution. The most notable state to come out of this mess is the United States of America (why the hell not). And that's what I've worked out so far. Perhaps a big revolution in Europe is coming. Not sure yet.

For one, I'm considering having Spain sell Patagonia to help pay off the enormous debt it incurred trying to stop the New Spanish Revolution, but I don't know who would buy it. They sure as hell wouldn't want to sell it to Britain or Portugal. France isn't doing too well in the financial department, throwing ludicrous amounts of money at their existing colonies. Perhaps Prussia; it would make for a fascinating scenario, but it's also really stupid (although that's a potential upside, too). What do you think?

Frankly, I don't think the British would be able to implement the idea of a native protectorate west of the Appalachians; the colonists were encroaching west quickly and in high numbers, and it was a point of contention. There will have to be some level of negotiation between Britain and their renewed subjects, and I imagine this will involve the colonists being allowed to drive the Indians out.

Additionally, without Napoleon's delusions of grandeur I can't see France getting Louisiana back from Spain (although, you mentioned Spain wanting to pay off debts, so they might have returned it to France for a cash exchange. Of course, during the Mexican revolutions I imagine the "Freedonians" and the British would want some control over the Mississippi Basin).

The Americans seem to control Montreal, and with it's surrounding some of Quebec's best farmland and probably about half their population. That rump of a Quebec probably couldn't support itself very well.

Great map, great story, I can't wait to see what comes next (especially with Australia, being split between France and Britain). What are your plans for America and California? I assume the British Confederate States will gain independence.
I think Patagonia shouldn't be sold. Spain should sell some of their Caribbean islands (to various European nations and possibly America) and the Philippians (to the Netherlands).
