I thought the same thing. Though it looks more like someone took the flag of Lithuania and stuck half an oreo on the top.

OK, what I mean by 'white boundaries':
See how in the OTL Union Jack, there's a white boundary between the N. Irish cross and the Scottish blue?

Make the same thing white boundary for your flag, but make the diagonal inside the white border fully blue. I hope I'm not beginning to sound demanding, I'm just throwing around ideas. Also, if the whole Union Jack-Russian Naval Ensign idea doesn't work, you can try combining the Union jack with this Russian flag:

Getting there. The rule of tincture says you never want blue on red like that; you need either white or yellow between them.
