Lord Lyon and Earl Marshal Reform Bill

Text of the Bill

WHEREAS there has been great concern about the neutrality of the Lord Lyon and Earl Marshal, and the control he holds over the nobility, and WHEERAS it is of utmost importance that any solution to those concerns do not violate the political autonomy of the nobility, Be it enacted:

I)1. The Lord Lyon and Earl Marshall shall henceforth serve at the pleasure of the Landsraad, and shall serve for as long as the Landsraad elect a new Lord Lyon.

2. A motion to elect a new Lord Lyon and Earl Marshal may be introduced at any time in the Landsraad, as long as it names at least one alternative candidate. Unless he actively declines, the current Lord Lyon and Earl Marshal shall automatically be a candidate in the vote, too.

3. A new Lord Lyon and Earl Marshal shall be elected with a simple majority. Should no majority occur, the current Lord Lyon and Earl Marshal will continue to serve in the position.

II)1. The powers of the Lord Lyon and Earl Marshal shall henceforth be passed to a commitee called the College of Arms.

2. The College of Arms shall consist of the Lord Lyon and Earl Marshal, and additionally three members of Landsraad, selected by the three largest parties of the Landsraad. Shall there be only two parties represented, the one of which the Lord Lyon and Earl Marshal is not member of shall send two delegates, and if the Lord Lyon and Earl Marshal is member of neither party the larger party shall send two delegates.

3. Parties in the sense of this act refers to to the lists elected at the latest Landsraad election, independant of later changes and new party creations.

4. After every Landsraad election, the three members of the College of Arms sent by the Landsraad parties shall be voted on anew.

5. The College of Arms shall decide about new nobles at least every quarter year, and admit new nobles with a simple majority. The Lord Lyon and Earl Marshal retains a veto right in this and all other decisions of the College of Arms.

III)1. The Marshal of Arms shall henceforth also serve at the pleasure of the Landsraad, and shall serve for as long as the Landsraad elect a new Marshal of Arms.

2. The office of “Pursuivant of Arms” shall be created. The Pursuivant of Arms shall serve at the pleasure of the Landsraad, and shall serve for as long as the Landsraad elect a new Pursuivant of Arms.

3. The Pursuivant of Arms shall serve under the Marshal of Arms. The Marshal of arms shall attend to all heraldic matters, while the Pursuivant of Arms shall only attend to the matters of burgher (commoners') arms.

4. The Marshal of Arms shall abide by all descisions made by the Lord Lyon and Earl Marshal and the College of Arms.

5. The Marshal of Arms shall not have the power to create a coat of arms for the Imperial Republic of AH.com.
