What if instead of the German Revolution of 1918 has been fully successful, german communists kill the Kaiser but resulted in chaos and France being defeated instead of a tie. What would happen? What would the modern world be like?

I’m confused by your premise. Germany winning the war butterflies away the German Revolution and the Spartacist Uprising.

If the Kaiser is assassinated by Communists then the monarchy would gain public sympathy which would likely help them keep their throne. The Army would be pissed and there would probably be a violent crackdown by the government after such an incident.

I don’t quite understand what you’re asking for about Franc though.
