I could use insignia for the United States Division of Aeronautics and Cosmonautics of 1890, formed to stop the army and navy from fighting over who controls what kind of flying machines, and more important, to consolidate the research programs. With the world sliding towards war, someone needs to make sure that the heavier than air flying machines get the priority they need.
The Division of Aeronautics and Cosmonautics will be an umbrella organization, which the President and Congress can use as a big stick to insure that the services cooperate, as they can threaten to spin it off as a seperate service, as Grant did in 1876. This will be set in my "Reach For the Skies" timeline, so it makes sense in context.
