How did a country that was just defeated in a major war conquer the most populous country on the planet?
Because the war they lost their enemy had one goal only, defeat them. And their enemy surprised them, and they only had one front in the war (meaning western allies never declared war since Poland was never invaded) and then China was decided, half the population supported the communists and then the soviets surprised attacked during the deadliest most intense part of the war. Moth sides had no answer to t34s even if rookies were driving them. And Iran and them were influenced by brittian until the war. The Italians and Spanish had German weapons and training. Also the entry of Spain in the war was a surprise attack miles and miles away from the fighting. Then when Italy and Spain got to Palestine the Arabs rose up and it collapsed from there. Btw Japan got Indonesia after defeating the Dutch after they entered WWI on the German side. And before you say that would have been a game changer in Europe, they were tasked with defeating Belgium and ended up half way through the country before the trenches came into play. The central powers got off worse at the end in this world so yea.

But still, population-wise, this USSR would still have Chinese become dominant.
It certainly can. For example, the intricacies that led to the First World War (and thus the Second) could be butterflied away entirely, or Stalin might not be born.
Chinese people had been hating imperialism for all those times. Why they would be convinced to support a foreign conquest that can't be explained as the mandate of heaven requires explanation.
And there's not going to be T-34 without Bauxite deposits, and they aren't going to occupy more than the Japanese did IOTL with tanks.
Out of curiosity, counting the terrestrial and extra-terrestrial ones together, just how many states does the United States have ITTL?
Must be incredibly dark. Or do the gas giants give off actual light as well as heat?

A silly little Scenario 
During the second Boer war, the Prime Minister of the Netherlands calls Queen Victoria fat whilst he condemns the war. This enrages the British Public and war is soon declared. Previous German support for Dutch condemnation of the war leads to a British declaration of war against Germany too. Not wanting to miss an opportunity to regain Alsace-Lorraine and both weaken and humiliate Germany, France quickly declares war in support of Britain, with Russia quickly following doing the same. Upon hearing that Germany is at war over insulting his dear Grandmother, Kaiser Wilhelm finds it too much to bear and kills himself. This throws Germany and it's military into chaos, leading to them being quickly steamrolled by British, French and Russian forces. With Britain troops in Berlin and Amsterdam, as well as every colony of the two powers, the war comes to an end. the Terms of the Treaty see all Dutch colonies being taken by Britain and all German Colonies being split between Britain and France. Polish Areas of Germany are annexed into Russia, whilst a Rhine republic and a Kingdom of Greater Bavaria are created in the west under French control (and of course, Alsace-Loraine is annexed by France)

Probably no need to call Bavaria Greater Bavaria, considering how Baden and Wurttemberg simply rose their status to Grand Duchy and Kingdom after tripling their territory during the Napoleonic Wars. You may want to edit the borders on Borner from black or to different shades of grey, unless Indonesia has a single colonial administration now, which would be likely enough until the administration was sufficiently entrenched. I think that the British might want to give up Sint Maarten to the control of Paris, since they (the French) already own the southern half of the small island, and this map tells me that I should go back and try doing similar scenarios based on old inspirations. Such as Ribbentrop punching the British king that one time he suddenly heiled him (possibly getting the blame then for the King's stutter). Or having one of the Confederate ambassadors accidentally knock Prince Albert down a flight of stairs.
With the list that I have now (Earth + Venus + Mars + Io + Europa + Ganymede + Titan + Tethys + Oberon), I'm already at 270 states and territories. So close to 400 when all is said and done.

So on the Uranian moons it's basically perpetual twilight?
Oberon would be since the its the furthest from Uranus. Puck (which is larger here because somebody had an ego) is the closest and is brighter and warmer. Relatively speaking.

Several vassals took this as a sign China was going to speed up the ongoing removal of autonomy while the FECK and Mexica saw it as a direct insult. China was soon rocked by rebellions and open war from the Mexica. The ensuing war was fairly short but extremely bloody, with numerous massacres on all sides. The war ended when the Mexica dropping a nuclear warhead upon *San Fransisco (I'm terrible at coming up with Chinese names). Part of the peace treaty included the Chinese relinquishing their claim to the Moon and the decision that a moon landing resulted in a ~50 km claim radius (they used 100 Li).
The FECK and Mexica have both landed a handful of expeditions on the moon, while the Chinese have returned about a half dozen times. Most efforts right now are being spent on satellite mapping to try to find resources. (Which isn't that easy with early ~80s technology).
Also some of the FECK's state building failed.

Who's with whom? I see that Italy is with the CP, but what's the deal with Britain and Japan? Are they also CP, or just got better deals than France and Russia?
The Great Britain and Japan got a better peace treaty than France and Russia.
And the Central Powers are only Germany, Italy, Austria-Hungary, the Ottomans and Bulgary.
People often make the assumption that in the event of a CP Victory, the CPs would be able to enact any peace terms they wanted. The problem is, with the Royal Navy in the mix at this time there is no real 'win' for the Central Powers.
Keep in mind that in the very early stages of the war OTL the German colonies were already steamrolled by the Brits and French. If the Germans reach Paris and the French give them an unconditional surrender separate from the British, then the Germans may be able to salvage a colonial empire of sorts, but what happens in Africa is really up to Britain. In the Pacific, it was up to Japan, Australia and New Zealand.
