Skimming the paper, it appears to have been invented by someone from Langley, Virginia.which probably means the idea was invented by someone from Turkestan and not Turkey

This plan was probably related to this guy I guess, this Wikipedia article is unsourced however, I also do recall another Nazi collaborator from one of the Turkic SSRs who managed to escape and became a prominent pan-Turanist during the cold war.which probably means the idea was invented by someone from Turkestan and not Turkey
