The POD lies in the birth of Kaiser Wilhelm II not being born with a defect but still retains the need for power. This leads Kaiser Wilhelm II to side with the Chancellor Bismarck on several key issues but then twisting it to his own advantage, and then becoming the defacto Emperor even though he is never crowned. By the time of his death in 1901/5, Germany rules Europe and Africa, only seconded by Russia/Tsar Nicholas II, who has also changed due to the earlier POD
