I agree. County splitting should be not required at all except for some select counties. Lemme run the calculations and I'll see where they'll be necessary.I suggest that we do California as a collaborate map. Because I imagine doing 496 districts for just one state is an insane effort.

When you do Massachusetts, you should make the islands their own electoral district similar to Orkney and Shetland.
