I've always headcanoned that the initial state distributions are the result of governors being split in party loyalty by region, with the South going to Huey, the Rust Belt to Reed, etc. based on Socialist dominance in the midwest and Long's takeover of the Southern Dems and effectively replacing them with the AFP.
