    He recognized their rights, criminalized racism and promoted their culture. However Vargas, of everything he did, there was one thing that he did that was objectively bad. He stopped the process of whitening in the 1930 revolution, but restarted it in 1940, just to stop it when we joined the allies... there is no one else to blame neither a real reason apart from his own ignorance to explain that.
