WI: Terror Alert Raised Before 2004 Election

Homeland Security Tom Ridge was urged by Defense Secretary Donald Rumsfeld and Attorney General John Ashcroft to raise the terror threat to improve Bush's re-election victory. What if a different DHS secretary follows through? Would Bush have a bigger victory, or would it backfire? What if it leaked out during Bush's second term?
 
The number one issue in 2004 wasn't terrorism or anything people expected; it was "moral values." Anti-gay sentiment, not fear of al-Qaeda and Saddam, got Bush re-elected.
