With a POD of after 1900, make China never a first-rate power afterwards. Second-rate or worse, but not a top tier economic or military power. Term comes from "sleeping dragon", and something worse than that.

basically a repeat of what plagued China for the last thousand years.

These cannot happen. Eventually someone would unify China. In fact, period of warring states had run shorter and shorter when you view it from Han dynasty.
Maybe balkanized China due to Imperial Japan? Or more zealous European colonization efforts?
I'd like a further explanation. It sounds cool, but I would like to know why that China is stunted in more detail.

Yes, someone will, it's going to take a long time though.
But the devastation cause by constant war will set China back for a very, very long time.
