May I suggest Rudy Giuliani for Attorney General instead of Pataki (or DHS could work but I don't think Pataki would accept an appointment from Trump), Rob Portman for Secretary of Commerce instead of Jeb (no way he'd accept a job from the guy who beat his brother), Howard Dean or Jim Ramstad for Secretary of Health and Human Services, Al Sharpton for Secretary of Education, John Hagelin for Secretary of Energy, and Max Cleland for Secretary of Veterans Affairs.

Rockefeller should be Secretary of the Treasury. HW Bush was on the House Ways and Means Committee and was the first freshman on it since 1904 so he could be a good Secretary of Commerce before he enters foreign affairs as a later Secretary of State or National Security Advisor. Daniel J. Evans would make a good Secretary of Energy later on due to his environmental policies while as Governor of Washington, and so would Wally Hickel (OTL's Interior Secretary). John Volpe would make a goof Secretary of Transportation (he was IOTL). Barry "I'd Nuke Vietnam" Goldwater as Secretary of Defense sounds like a nightmare, though Curtis LeMay would be another chaotic choice for some reason he sounds more realistic, especially if he didn't join Wallace's campaign (I believe he was just meant to be a placeholder until Happy Chandler accepted, which he didn't IOTL, though I may be thinking of Ross Perot's 1992 running mate James B. Stockdale). John Tower would make a good Secretary of Defense (I believe he was nominated by HW Bush in '89 but was the first cabinet member to he rejected by the Senate and Dick Cheney got the job).Romney ‘68: WIP

I’m going with Kerrey since Cleland is in the middle of his term and the Senate is split 50/50 with the Democrats only having a majority because of Lieberman in the Vice Presidency. Meanwhile, Kerrey is an outgoing Senator so he would be free for the position.I think Max Cleland (D-GA) or Bob Kerrey (D-NE) would make the most sense for VA.
Jackson has a long history as a physicist and worked under the Clinton Administration so she would work nicely.I think Shirley Ann Jackson would make sense for Energy given her service as Chair of the Nuclear Regulatory Commission.
Ron Kirk just got re-elected as Mayor of Dallas the year before so I don’t know if he would want to leave that position at that point in time. Jack Lew is a good choice being the incumbent Director of the Office of Management and Budget and worked in several positions during the Clinton Administration so I don’t think he would mind being rearranged in the Gore Cabinet. Panetta would make a good Director of Central Intelligence in the Gore Administration.I would say probably someone like Jack Lew or Leon Panetta or Ron Kirk would be best for Trade Rep.
Powell was more friendly with the Republicans being George W. Bush’s top choice for Secretary of State (the position he got IOTL). Nunn on the other hand was a speculative candidate for either Secretary of State or Defense in a Gore Cabinet so I’m going with him as Ambassador to the United Nations.For UN Ambassador I could definitely see someone like Sam Nunn or Colin Powell.
After thinking about, it Klain is the obvious choice for Chief of Staff under a Gore Presidency. Daley was more of a speculative candidate at best anyway.Also what role would Ron Klain take?
One nick pick is that Holbrooke died in 2010. I assume his health wouldn't be well enough for him to accept the position of SecState.Designated Survivor
(SOS Hillary Clinton was abroad during the 2010 State of the Union Address but since her location was known she could not serve as the Designated Survivor, that role instead going to HUD Secretary Shaun Donovan. If an attack happened, though, Clinton still would have taken the reins as President as the most senior survivor)
