Peshawar Lancers Redux: Latin America

Mexico City. Viceroy Thomas Rivera was meeting with Leaders of Mexico to see what needed to be done to get Mexico going again. He wanted to have a new Mexican Congress elected within 6 months. The rule of law needed to be respected. Corruption would not be tolerated. The Mexican Colonial Army would be organized and trained so that it was a professional service. They would serve the Government and the people not having the people serve it.
 
The Criminal Investigations in Mexico continued and a lot of former officials of the government were tried and convicted. High grade officers of the former Mexican Army were tried on a variety of charges ranging from thieft, war crimes and murder. The New Mexican Colonial Army would be a professional army sworn to uphold the Constitution. The Viceroy created a council of advisors to help make decisions regarding Mexico. He now stated that in December 1896 there would be elections for the Mexican Congress. He would retain the powers of the Chief executive but hinted that eventually those powers would be transferred to a Mexican born citizen.
 
Hawaii's Government had dispatched a special envoy to Mexico for talks with the Viceroy regarding trade with Mexico. The Kingdom of Hawaii had considered that previous government to be illegimate and had had seen some clashes between the Royal Hawaiian Navy and the Mexican Navy.
 
Viceroy Rivera was happy that progress was being made with the Trials . He had appointed Alexander Montoya as the new Attorney General of Mexico. Alexander came from a family that was well known in northern Mexico. He had opposed the Mexican dictator and had lead a resistance movement. He was a lawyer who believed in the rule of law.
 
Attorney General Alexandre Montoya was happy that his office had been successful in the prosecution of corrupt Official in the previous administration. He was well regarded by the Mexican People as someone who would do the right thing no matter what.People would bring cases to his office including ones that dealt with any problems with soldiers or officials of the Spanish or Neuva Granada . He would discuss problems with the Spanish Viceroy and he , the Viceroy would make sure that the matter was dealt with and not swept under the carpet.
 
Hawaii's Special Envoy had several meetings with the Spanish Viceroy regarding plans for Mexico. He also had a meeting with the Mexican Attorney General. Alexandre Montoya pointed out that he believed that the the country was on the correct tract and would not interfere with the US. It would also be a nation which would welcome investments.
 
The Spanish Viceroy for Mexico announced that the first elections for the new Mexican Congress had gone smoothly. There were Three Political Parties that had put forward Candidates. The Mexican Federalist Party, Party advance Nationalist, and the Partie Liberal Institution.
 
The current Mexican Senate consisted of 60 Senators. The Partido Federalista controlled 30 of the seats, Partido Nacionalist had 20 seats and the Partie Liberal Institution held the remaining 10 seats. The 240 seat House saw the Partido Federalista with 120 seats, Partido Nacionaliista with 55 and the Partido Liberal with 65. This meant that while the Federalista held the most seats they did not hold a majority.To govern they would have to make a deal with anothe party. Thus Rep. Hector Pordio leader of the Federalista Party in the house formed a coalition government with the Partido Liberal leader Juan Valdez in the house. He then went to the Viceroy and presented himself as the leader of the majority in the house. The Viceroy then agreed.

The Viceroy gave his permission to Senor Pordio to form a government after he agreed to keep Montoya as the Attorney General. The Viceroy continued to be the Commander in Chief of the Military as no approval had been given to transfer the authority to a Prime Minister.
 
The Viceroy had stay carefully watching any legislation which was passed. the Viceroy was hoping that corruption had been weeded out but he was prepared to act should public fund start being diverted into certain people's pockets and bank accounts.
It was one reason that he insisted that the person he appointed Attorney General remain in place.
 
Brazilian border with Argentina: The Imperial Brazilian Army carried out a series of exercises in the border region with Argentina.While Brazil was not planning on a war with Argentina but wanted to send a message to the neighbor not to start a war with its (Brazil's friends).
 
Yet it was in South America that the next skirmish took place. Argentina invaded Paraguay and that lead to Brazilian intervention. The one Month war came to a quick end as the Brazilian Imperial Army forced the Argentinian forces back across the border. A conference was held and the conflict ended.
 
In Mexico the Viceroy was wondering when Mexico might be ready to go on its own way. Some members of the Congress met with him and Urged him to remain Viceroy. It was enough that Mexico could now elect its own members of Congress and the Prime Minister. To switch to electing the Chief executive could result in instability. Still he would have to consult Spain and he thought that the Mexican people should vote on whether to retain a Spanish Viceroy or elect their own President.
