Peshawar Lancers Redux: Europe

Fighting had increased with hostilities spreading to the Baltic, Black Sea and Med as the Imperial Russian Navy struck back. Russian submarines had gone after Austrian and German Merchant ships. That increased to warships and the Austrian Imperial and Royal Navy instituted a convoy system. Austrian Destroyers began to hunt for the Russian Submarines. The Germans laid Mines closing off the Russian Baltic coast.
 
Reports arrived in Ireland that a German Zeppelin had been shot down by aircraft of the Russian air Force an latter an Austrian Airship was damaged by Russian planes but managed to escape. The Royal Hawaiian Naval Intelligence Service decided to test things by sending a special High altitude airship over Russia. The Russians attempted to shoot it down but the Pilots moved the ship to a higher altitude which the Russian aircraft could not reach.
 
The Russian Request for a meeting in Finland did not bring the Hawaiian Prime Minister. Instead there were talks with the second team. General La Pietra could tell that the Russians were not happy The Russians were now in a war that was getting nastier by the day. Brigadier La Pietra in a private meeting with a Russian counterpart told him that Russia was in this mess because they just wouldn't bend. Prime Minister Kamehameha would not come unless there was a break through and the meeting collapsed.
Still there were some talks on a lower level still.
 
German designed aircraft served in both the German and Austrian air Forces as Austria began to develop an aircraft producing industry.
 
The war in Europe hit a stalemate. The Russians were unable to advance and the Austrians and Germans appeared unwilling to suffer the loses to push the Russians back to where they belonged. With his term in office coming to a close Prime Minister George Kamehameha was reluctant to involve himself in any talks. Ha asked President Coolidge to send Major General Theodore Roosevelt to meet with the Russians and requested Brigadier La Pietra from Brazil to aid him in the talks.
 
General Roosevelt met with the Russians with General La Pietra. It was a sounding out mission to decide if Prime Minister Kamehameha would be wasting his time coming. A decision was reached on day three and the Hawaiian Prime Minister was in Ireland on vacation. He traveled to Finland two days latter and began to hammer out an agreement. During a break he spoke with Kaiser Karl and received an okay to proceed. After 5 days an agreement was hammered out and the Russians took a copy to St Petersberg while George flew to Vienna. After three days of going over everything Karl along with the Germans and the Ukrainians approved an agreement that was just slightly different from the one reached with the Russians. Talks resumed in Helsinki and after some argeuement the terms matched those agreed to by the West. The Austrian Foreign Minister along with the German and Ukrainian signed for the Powers and the Russian Grand Duke Constantine signed for Russia. The war was over.
 
Prime Minister Kamehameha along with General Roosevelt and La Pietra were nominated for the Nobel Peace Prize.
 
The war in the Ukraine was over and the Russians pulled back to a border that had been drawn by George and his party based upon research. Within 9 months the Austro-German forces had fallen back to a peacetime level. Construction was taking pace in the Ukraine as an effort was made to repair the damages done .
 
Austria provided 27 million dollars in aid to the Ukraine and a Consortium of Banks in the Austrian Empire agreed to loan the Government of the Ukraine 108 million dollars. Germany provided 9 million in aid and loaned the Ukraine 27million Marks
 
Prime Minister Shapeway ordered talks in Finland to see if Hawaii and Russia would be willing to exchange Ambassadors. The National Conservative Party protested that the move was made without consulting with the Legislative body, the Intelligence agency or even the King. Former Prime Ministers Kamehameha and Nufro were both called to testify before the Foreign Affairs Committee about the idea. The King had not yet taken an official position. Britain was opposed.
 
Hawaii's Prime Minister arrived in Ireland for her first official visit to the country and Europe. The Press notice that the Prime Minister was wearing an engagement ring. The Prime Minister stayed at the family's residence in Ireland. She flew on a Royal Hawaiian Air Force C-47 to Britain, France and Austria.
 
Kaiser Karl called for a meeting of the major powers to discuss Naval and other arms limitations. The Austrian Empire Monarch was hoping that might lead to arms reduction and reduce the chances for starting a war. The Conference would be held in Vienna and
invited to it were Germany, Britain, France Poland, United States, Brazil, Neuva Granada, Hawaii, Empire of the Rising Sun, Russia, Argentina, Republic of China.
 
The conference had some heated discussions and it adjourned for 2 weeks so that everyone could consult with their governments. Karl had some private talks with the British Prime Minister and the American Secretary of State. The Hawaiian Secretary of State talked to his counter parts in the US ,British and the Chinese governments and then had a private talk with Emperor Karl.
 
Kaiser Karl had agreed that the creation of an International Body that might help to deal with issues such as arms. borders and other potential problems. He agreed to talk with the Dutch, Danes, Swedes, Belgians, Spanish and French. He wouls also send feelers to the Russians. Another issue was where to locate it. The French decided to push for a location in western North Africa.
 
Maybe Tangier could be a good location (at this point it must have been rebuilt by the French or Spanish, can't remember who owns it after the Fall migrations south).
