Eh, I'm not very knowledgeable in this period. Why would the Normans change their flag?

I'll admit, flagmaking isn't one of my strengths, but here's my attempt...

Fascist Russia (c. 1940)

1- Based on the Shield patch of the Russian Liberation Army (German Wermach collaborationists, 1940s)
2- a slightly modified All-Russian Fascist Party (Russian Emigres, late 1930s in manchukuo)
3- Based on the armbands of the Russian National Socialist Movement (exiled russian fascists in germany, founded in 1933)
4- Based on the Shield patch of the Russian Liberation People's Army (German Waffen-SS collaborationists)
5- something based on the tsarist colours and arms but without the overtly royal parts

The background choice was a bit of a hasty afterthought. Maybe a blue St. Andrew's cross on a white field?
I think a solid gold background would work best myself, but a darker shade than the one you used before; blue doesn't go well with black (but don't tell Estonia I said that).
