Was the "National German Commune" a fascist (or even *Nazi) totalitarian dictatorship, or rather a communist state/regime? Or was it somewhere in between/different (e.g. Strasserist/Nazbol)
The National German Commune was indeed an in between regime. Economically it was a far left regime, but socially and foreign policy wise, it was far right.
 
Should it be a cause for concern that the US President and Vice President are both military officials?

The wikibox describes the US as ranking high in measures of human rights and corruption levels, but maybe the bar for such criteria is lower than OTL.

The US Elections are mostly otl (source: Wikipedia), but the Federals put up a harder fight than otl, and Madison doesn't support tariffs for fear of alienating his southern base.
