Bush could just pull a Cheney and change his official residence to Washington, D.C. or Connecticut (I believe that's where his father was from) in order for Perot's home state to not provide any issues for the ticket. Or for extra chaos have the vice presidency determined by a Senate contingent election due to Texas' electoral votes for Perot being null and void.

Meh, its basically the neoliberal presidencies so much of Latin American had in the 90s and 2010s (2000s being spared with the pink tide). Massive governments cuts and privatization lead to greater inequality, endemic corruption, crime, poverty, etc etc etc.
