transistor remains a curio in Bell labs shelf for longer. Much longer. When somebody else bothers to take the idea further, it has to compete with better vacuum lamps, (not 50's versions, but let's say 60's versions). As computers power accelerating pace of technological change this cuts off the most part of acceleration.

How about the essential tools that sped up tech progress in OTL's 1990's get ignored? Would that do the trick?
 
Avoiding WW2 might delay some technological developments while. And ensure that some key persons who invented some technology die before inventions or not born.
 
Undermine the space program. That means less economic support/feasibility/need for miniaturization, which will delay it's development. It would also undermine a lot of other technological innovations and developments made by the space program.

Interestingly, the guy who brought mainstream attention to the spinoffs is a well-known sci-fi author; I guess having him dead before 1979 would do the trick?
 
Sorry to double post, but I found one way to achieve this: somehow prevent the internet from being invented in 1983.
