AHC: Franco-German Dual Monarchy

With a POD sometime after the Congress of Vienna, how could you realistically get France and Germany to unite and share crowns in a way similar to Austria-Hungary?

How would the balance of power in Europe and the world shift under this scheme, assuming this union encompasses at least the territories of modern day France and Germany?

How could you realistically keep it together until TTL’s Great War in the 20th century, again similar to Austria-Hungary?
 
Why would anyone else allow this to happen, even if enough people actually wanted it?
That if German and french people wanted it,the rest of Europe would be that's nice.

If it was attempted, every other great power would fight to stop it. Unless the relationship is ironclad, that intervention will succeed.
 
maybe in a scenario where post congress of Vienna the Russians project quite a bit of additional power and the other European great powers quickly grow distracted you may see France expand into the German states as a means of increasing its own ability to counter the rising Russian power. Perhaps it starts as an alliance between France and Prussia before extending from there. With France seen as a preferable hegemon to the Prussians. Though this is unlikely and requires a Russian POD to make work.
 
It is difficult to imagine this sort of federal union happening, perhaps especially in a post-Napoleonic setting. What would keep France, up to German unification a country more populous and wealthy and powerful than all the German states combined, from dominating this union? Why would the Germans see benefit in this union? Why would the neighbours of the French and the Germans consent to the creation of such a potentially overwhelmingly powerful state, even if the French and Germans were interested in this project?
 
Let me take a shot at this. Napoleon wins Waterloo and any follow-up battles so decisively that the Frankfurt proposals are back on the table and are accepted this time. Then have (I've seen it in a timeline here) Napoleon II become the only living descendant of Francis II and have him become the Austrian Emperor.

When 1848 rolls around, things are markedly worse due to butterflies and he's able to usurp the Austrian throne following Metternich's fall from power and the abdication of Ferdinand I. France later rallies to Napoleon II.

So Napoleon II precisely replicates his father's rise to power, but riding the wave of two revolutions at the same time? A very interesting scenario. Russia won't be very happy about it, though, to say the least.

Britain would be throwing money at anyone who is willing to fight against this.
