Europe is just wastelands that not even Russia will want it fully, Russia will effectively have an monopoly over Europe, but 80% of the people of Europe are dead.
Modifications to standardize the Infrastructure of Europe to specifications that fits for Russia will likely be done by the Russians to help simplify the transportation of Russian Gas/Oil and goods to trade across Europe as the Railways and Pipelines of Europe are eventually reopened, Russia is also likely to reopen a few Commercial Container ship terminals alongside with other types of Ports across Europe as a way to get easy warm water access into global shipping lanes without having to rely on the Baltic and Black Sea ports during Winter.
The Dream of Warm Water ports will finally be a reality, but in the most worse of circumstances.
Of course all these Infrastructure modifications and works alongside the commercial Merchant Ports will mean that Russia will build cheap Military Bases throughout the ruined landscape Europe to protect and secure their workers that are working tirelessly on rebuilding some of the parts of the corpse that is Europe.
All those military bases recently built will likely guarantee that Russian presence in Western Europe is here to stay in Europe and won't be going away for a very long time.

The destroyed Europe is a place that no one wants to live in anymore, the countryside and villages can be salvaged but most of the Cities and Urban areas are next to impossible to save from the bandits and Criminal organizations operating in them along with next to money to fix the abandoned buildings.
There is no Marshall Aid 2.0 from the USA as the cost to fix Europe will cost to repair and repatriate it will cost well over tens of Trillions of $ that no one has anymore after the economy global nearly collapsed from the fall of Europe.
