Referenda may be announced by the executive branch of the Government of AH.com on important issues. Individual MPs may also propose referenda, but a vote must be taken amongst them with a simple majority in favour for one to be held. Optionally they can approach the executive with proposals and they can be announced that way by the Presidency, unless the executive insists upon a vote of MPs. Non-MP Cabinet ministers may also make proposals, however they must be endorsed by a sitting MP (whether a member of the Cabinet or not) to be eligible for consideration in Parliament or be supported by at least two other non-MP Cabinet colleagues. It will then be voted upon by the MPs. Optionally, Cabinet ministers may also approach the executive with a petition from 3 sitting Cabinet Ministers and the proposal can be announced by the Presidency or sent to Parliament for consideration. The Electoral Officer is responsible for setting up Referenda, and may seek the advice of the executive or Parliament when doing so if needed for clarification.
Referenda may be questions offering only a 'Yes' or 'No' answer, and these require a 2/3 majority in favour to pass. In the case of multiple poll choices, the winning option will be decided by the option that obtains a 2/3 majority, and if no single option obtains that, then the two highest options will be entered into a run-off poll where a simple majority will decide the winner.
