I dislike that too, frankly I preferred How Few Remain which was all real people, I have no particular interest in irrelevant fictional people getting occasionally shoe horned in to things above their pay grade.

I think HT may be trying to imitate Eric Flint's 1632verse, where ordinary people provide a lot of the POV characters (though you do get a lot of POV's from well-known movers and shakers too).

too bad TL-191 predates 1632! - Who is copying whom

BTW I stopped the 19832 after book one - Isot is nice, but Flint is wanking the Americans a bit too much... for my taste
