It's 1938 so the Luftwaffe still have 1 year to get better than OTL.

Tense US-American relations might mean that US may hold off on getting involved in the European theater, and Lend Lease may not be enacted or in a severely reduced scale.

Why? Do you think the American public would be so distraught that Goering and Goebels were killed? There might be some sympathy for them for a while but for the most part, even in 1938, it would be "Good riddance to bad rubbish.".

Hitler might want to stop the emigration of Jews, but Himmler might well convince him otherwise, since their paying to leave was a major source of income for the Nazis. Maybe he would try to stop them going direct to the USA as a middle measure

Goering was not only head of the Luftwaffe but of Prussia, and of the Four Year Plan. Someone is going to be moving into those positions, perhaps separately, meaning that the conglomeration of power that Goering achieved is going to be split again between different individuals.

Goebbels' family was pretty much Hitler's surrogate "first family" so not sure what would happen there. He clearly liked Magda, so she might get some sort of advanced figurehead role for women, keeping her in the public eye.

You would pretty much get pogroms after the state funerals, and whilst they may not reflect an advance in policy, the atmosphere for Jews is going to get worse sooner

I think that for everyone who is not a specialist, there is not a major difference between the russian mafia, the american one, the italian one, the yakuza, etc

I mean, sure.

But that still doesn't change the fact that it makes no sense to pressure your major ally to start arresting Italian nationals because an American Jew assassinated a Nazi.

No Göring would be a benefit to the Nazis in World War II
No Goobles would be a detriment to the Nazis in World War II not only was he a voice of reason in Hitler's inner circle and was a master of propaganda but he was also competent and performed many other duties, they didn't have anyone who could replace him

Fair point, yeah.
I guess, to get back to your larger point, it does make a fair amount of sense that Mussolini--independently--might get paranoid following the assassination, and then try and repress the mafia even more than he did OTL.
