Maglevs had been studied sense the 1800's, it was only first used in the 80's.Except that the principles and techniques to make it work without breaking the bank only date to the late Eighties.
Side by side today the cost of Japanese HSR is $76m per km and projected costs for Maglev are $178m per km (probably higher). Trying to go Maglev in the 60s would just mean you have wasted billions on a project that you can't afford to finish.
