HONG KONG 1878-1887 The Royal Governor of the Crown Colony of Hong Kong was totally unprepared for the events of The Fall. He had an established civil service and had the benefit of a Military garrison of a reinforced Brigade. The Brigade consisted of a British Battalion, a Sikh Battalion and a Gurkha Battalion supported by a Royal artillery Battalion. There were a few small Royal Navy ships in port at the time of the fall and the Governor dispatched them with some merchant ships to evacuate the British Citizens from Shanghai. A lot of the citizens were eager to seek safety and took the chance to flee to a place of safety. Already Europeans were fleeing Peking.Order appeared to be collapsing. The Ambassador had made it to Shanghai with the few troops that guarded the Embassy. He was joined by the French and the other European diplomats.
In Hong Kong the Governor General declared Martial Law. His military commander knew that it would be some time before he would receive replacements and additional forces from India. So he proposed the recruitment of a force of what he referred to as the British-Chinese. He recommended the recruitment of 6 Battalions of Infantry, 1 of artillery and 2 of engineers. They called upon the European Population for experienced military veterans. There were not enough of them so that he had to draft personnel from the garrison to train and command them. As refugees arrived from Shanghai he was able to he fill in the hole and replace those men.
Time was something that he was short on. He had weapons but not enough to army everyone. Craftsmen began to copy the British rifles and uniforms came out of the shops.
