Peshawar Lancers Redux: Asia

King ?Emperor Edward VII would be leading a delegation from British India, Australia, New Zealand. The Crown Prince of the Empire of the Rising Sun would be coming with his wife and the Foreign Minister. From the Republic of China the Vice President would lead the group. The Philippines would see its President coming.
 
In the late Spring of 1936 the British Emperor was joined by delegations from the Empire in Hawaii, The American Secretary of State came in place of President Smith who was suffering from a sever cold, The Imperial Crown Prince of the Empire of the Rising Sun arrived with his wife and officials, the Vice President of the Republic of China. President of the Philippines. Also arriving were delegates from Brazil, Neuva Granada, Ireland, Austria, Germany and France.
 
The Conferences that were held in both Honolulu and in Hong Kong did help to defuse tensions between the Empire of the Rising Sun and the Republic of China. The conferences in Hawaii also helped to limit the possible damage to the civilian population in the event of war. The Honolulu Conventions insured human treatment to POWs and civil rights.
 
Hawaii's Secretary of State was in Hong Kong for a meeting between the Republic of China and the Empire of the Rising Sun. It appeared that this was an effort to resolve a border dispute in southern China using diplomacy rather than force of arms. The parties had made progress and were now hoping that the Hawaiian Secretary of State might make a reality of the peaceful settlement.
 
There had been a series of clashes between the Russian Empire and the Empire of the Rising Sun along the Russo-Manchurian Border and the Mongolian-Manchurian border. The British had also noticed increased Russian activity in Afghanistan and there was an unofficial cold war taking place between the two powers
 
The Empire of the Rising Sun's foreign Minister was to travel to Hawaii and to the US to discuss problems in Asia. They included Russia, China and trade.
 
An extensive conflict was taking place in both Mongolia and Manchuria between the Empire of the Rising Sun and the Russian Empire. The clashes had started as small platoon clashes but had continued to escalate to Brigade level.
 
The fighting in Manchuria and Mongolia was growing with larger and larger clashes. The Empire of the Rising Sun reinforced its position. So far the Republic of China had not put additional pressure on the Empire and it appeared that a few issues were settled so as to maintain good relations.
 
The Empire of the Rising Sun was increasingly involved in military operations against Russia. At the same time relations with the United States were becoming much more strained. Hawaiian Scientist on the other hand were urging the Empire to continue to provide data. Both sides agreed that a threat of a quake or Volcanic eruption was quite serious. The empire had suffered a quake in the Tokyo area nearly 20 plus years ago.
 
The Imperial Government in Tokyo was concern by some minor quakes but it was rising tensions with the United States and the Republic of China that were of greater concern. The Empire was engaged in a serious military conflict with Russia and the American President seemed to be pushing thing close to the point of no return. Hawaii and Britain discouraged the Republic of China and the two sent a clear message that President Roosevelt was not helping matters. It was one of the reasons that the President failed to win a second term.
 
The British and Hawaiians had managed to get a reasonable agreement sighed between the Imperial Goverment of the Rising Sun and the Nationalist government of the Republic of China. There were some concessions with minor gains by the Republic of China. But the big thing was a sharing of water and a gain in electric power.
 
The governments of the Republic of China and the Empire of the Rising Sun met in Hong Kong to discuss several additional issues. This lead to the decision to begin talks about setting up Embassies in one another s Capitals.
