Perhaps out of sentimentality. He told a high ranking Munich man once that he wouldn't let them annex a nearby town they competed with as it would take away from Munich's character. Might have been a different town. Maybe liking Bavaria simply meant that he was less likely to erase it's name like with Austria and Ostmark, which where mostly banned from use in government documents. Though he may have liked Brunswik even more, since he got into the Reichstag from there, as well as gained his German citizenship that way. Are you showing Gaus or Reichgaus? The last being where the party and state apparatus are united.
