Imperial commander, later second governor of the Imperial Eurasian Administrative Zone, Maximilian Veers in 12 AFE (After Formation of the Empire) just before his posting to the Sol system.
With the planet Terra of the Sol system becoming a drain on Imperial manpower and resources, the Joint Chiefs Advisory Board (a collection of generals, admirals, and other senior military officers that composed an the executive group that advised the Emperor on all martial-related matters) decided that better officers were needed to clamped down on these, in the words of Grand Moff Wilhuff Tarkin, “Tirelessly irksome Terrans who wouldn’t know they were already beaten if they entered a nest full of angry gundarks.” One of the officers sent to Terra was a man who didn’t come from privilege or connections and rose through the ranks of the Imperial Academy while excelling all the way and graduating top of his class, then commander Maximilian Veers. Veers’ lack of elite connections had made things difficult for him throughout his career in the Imperial Army as he was frequently given difficult missions and often times passed over for promotions in favour of sycophants and the corrupt/incompetent (angering him greatly).
From 12 AFE up until the official end of the Galactic Civil War, Veers was stuck as a ground commander battling units of the New Russian Liberation Army, the Second Ukrainian Insurgent Army, and the Kazakh Liberation Front (often times excelling in combat and crushing these resistance groups, with him personally leading Imperial forces to victory at the fourth battle of Odessa) before becoming the second Governor of the Imperial Eurasian Administrative Zone – his predecessor had been killed by a cell from the Free Belarus Army when on an inspection of the city of Minsk in 15 AFE. As the EAZ’s second governor, he weeded out all incompetent Imperial officials and collaborators with Veers personal executing one general Sergei Shoigu of the Eurasian Royal Auxiliary Ground Forces after the humiliatingly loss of Ashgabat, Turkmenistan to the forces of the Turkmen Home Army after he refused to deploy Tie fighters or bombers (the city was later recaptured). Calling him “A field commander that made Admiral Ozzel look like Grand Admiral Thrawn!”
Veers also took the so-called “carrot and stick” approach to governance allowing greater self expression and diversified the EAZ’s economy away from mineral and resource extraction – greatly improving the lives of the people of Eurasia beyond just meeting their basic needs which endeared him to many in the Administrative Zone’s local population, especially in Russia (in fact a Stalin-like cult of personality formed around Veers within Russia).
By the end of the Galactic Civil War and dissolution of the Galactic Empire with the signing of the Galactic Concordance, the Sol system was already free from Imperial rule with help from a detachment of the New Republic Navy, despite this there was one imperial zone left on Terra, that of the Eurasian Administrative Zone now renamed the “Great Union of Eurasia” much to the surprise of the New Republic naval officials though not the Terrans who had come to an understanding with Governor Veers (who had grown to love the many peoples of Eurasia).
In any case, the New Republic couldn’t be bothered with Terra as it had other matters to attend to as well as the fact that the system was close to two Imperial warlords. Now President-Chancellor Maximilian Veers, seeing Terra as his own home and had sent for his family in early 19 AFE, advised the other leaders of the new Coalition of Nations (a far more militant version of its pre-invasion predecessor, the United Nations) that Terran unity was a must as imperial warlords could be eyeing the system soon but to no avail. Still Veers made sure that if Terra was to fall to some Imperial warlord, the GUE wouldn’t as he began a massive military up. Fortunately the People’s Republic of China, which survived Imperial occupation of Terra intact backed him and with their combined nuclear arsenals made sure that none of the other nations made a move on Veers.
When Veers passed away in 30 ABY (After Battle of Yavin), he was mourned by the people of the GUE.
