The coat of arms says "Zauraliye Socialisticheskoy Respubliki" which is "The Trans-Ural-Land of the Socialist Republic"
Should be the other way round: Socialist Republic of (the Peoples of) Trans-Ural:
so: Socialisticheskaya Respublika (Narodov?) Zauralya
or Zauralskaya Socialistichekaya Respublika

I tried to make the rifle all black but it came out really pixelated.It's a Brown Bess, and the art came from here. I'm actually not sure it's appropriate for a flag, especially the homemade banner of a slave revolt - a gun on a flag would probably be single-color - but that was the best art I was able to find.
