In 1939 President Roosevelt stated would keep the Washington tradition of only serving two terms. with the Nazi occupation of France and the London bombings Roosevelt pledge to run again. This put him at odds with his first Vice President John Nance Garner whom was hoping for an endorsement. IOTL FDR successfully campaigned for a third term but
What if FDR was convinced to endorse a successor or if running again fractured the Democratic party resulting in President Wendel Wikkies victory
 
Garner and Tydings were too conservative. Farley as Postmaster General did not have the foreign policy experience needed to guide the nation in a time of crisis, so I'd go with Hull (who to my knowledge was FDR's preferred successor if he had not run. He had actually wanted Hull for VP, though Hull declined).
