It will not be done as an equaliser per se but out of sheer necessity and pragmatism. But last line, sorry unless Janissaries go the way of dodo then there's no stopping them from taking boys from Naples and Sicily as they'll be directly administered.

The Janissary won’t be conscripted among the Italians. The conscription pool among Christian population was limited to ones which were pagan at the time of the founding of Islam. This was a attempt to find a loophole in Islamic law which banned the enslavement of Christians and Jews outside warfare. The Janissary loophole was to limit enslavement of Christians to groups which had converted after the death of Muhammed.

Also in truth the Ottomans doesn’t need to conscript Italians, there’s plenty of Christian Slavs in the Ottoman Empire to enslave and if they run out of them they can simply raid or buy slaves from outside the empire.

The Ottomans don't need to conscript Italians to the Janissaries anyway. Like the Armenian Highlanders or the Jewish Dragoons, they could just as easily raise Christian troops that volunteered for the forces and loyal to the Sultan. The Armenians were historically crucial in the Ottoman armies that confronted Iran. Similarly the Coptic Guards were crucial in Ottoman Egypt's defense and garrison.
