AHC: Modern-Day Greek City-States/Federal Greece

When the Modern Nation of Greece formed in the 19th Century, they created a unitary state, with a monarch and later a president to lead it. Instead of the Ancient Past with Spartans, Athenians, Corinthians, Thebans, the Greeks sees themselves as Greeks.

Challenge: With a POD from the Late Antiquity to the 19th Century, here are some options for the Challenge:

Challenge 1: Have Greeks split into various city-states again, and redevelop regional identities and cultures based off old City-States (Like how the Italian City-States had their own identity), such as Spartans, Athenians, etc

Challenge 2: Have Greece develop regional identities, but form a Federal System of Government instead of Unitary System (Like a Neo-Delian League), with provinces having their own identities, like Athens, Spartans, etc
 
Is there anyway to have different Greek Identities based around Ancient pasts? Like a the Duchy of Athens surviving and developing a separate identity from the rest of Greece, or a revitalization/reimagining of Sparta Warrior culture around Mystras with a surviving Despotate of the Morea
