AHC: Canada already has proportional representation

Of course, like so many articles on how a given election would have translated into parliamentary seats under a different electoral system, this one http://news.nationalpost.com/news/c...-looked-like-with-proportional-representation ignores that the vote would not have been the same under PR; voters would likely be much less concerned about "letting Harper back in" by "splitting" his opposition. But it does bring a challenge to mind: what is the most plausible scenario for Canada *already* having PR? (Please, nothing about whether it will be introduced in the future.)

Maybe as Canada is coming out of the Great Depression, with the idea that the two 'major' parties weren't so good at sounding an early alarm and finding solutions?
