Any software that use layers like Gimp. Its free though it might have a bit of a learning curve.

Heyo! I need some flags and emblems for a story I'm working on.
So the two main factions are a socialist Earth and an imperial autocratic Mars.
Earth: Is attempting to create a post-scarcity society (think Star Trek) but isn't doing the best job and keeps falling into autocracy, so the symbology could show them as trying to be the good guys
Mars: Bad guys, the emperor is ethnically Albanian so I've been picturing something involving the double-headed eagle for the double meaning of his background and the various empires of Earth

I'm thinking this for Earth.
Sort of a successor to the UN. Uses the light blue (later turquoise) and white laurel. Adds circles and stars to depict Earth (and perhaps the Solar System) in union. Gold star for a hint of socialism but I'm assuming it's more Scandinavia style Social Democracy.
Nice flag! It's meant straight up to be a very left wing direct democracy kinda socialist state, I don't fully want to use the word communism but in it's current OTL sense then yeah, it's communist.
Authoritarianism tends towards not being the good guys.
Second flag. Martian Combine. Descends from corporations on Mars I assume. Black star added by current administration.

Edit: Ok so u caught me on a good night and here are the flags u asked
So i started with earth, a lot of simbology here,imagined that the mars colonization had a bit of environmental meaning (and since u said u did not wanted to use the word Communism) i came with the following Ideas:
-The green and blue shows the earth's abundancy of resources, appealing to the old story "we only have one planet and when it's done, it's done" green goes for the forests and natural beauty and the blue is to water.
-The 40 stars are for the Nations that formed the coalition (so u can pick 40 random countries to be represented on ur story) they might as well mean the recent advances towards space, or whatever meaning u can give them afterall, stars have a million meanings.
-The Bee is the most important ideological piece of the flag, it represents COLETIVISM (over communism) and it's not just related to the colective thought and work but also with a pro-ecology thing based on the Eintein(i guess) statement "if all the bees die, humanity won't last 4 years".
-The black stripe on the can have also more than 1 meaning, if u want to relate to a past tragedy on ur OTL u can use it as a symbol of memory for such event, on a present way it could mean the grief for the lost part of the collective (the humans in mars), in a future (and darker) way it could mean that sacrifices are necessary and won't be forgotten (for example soldiers that might have to be called out for war)
Now the Martian Empire Flag.
-The Base colors have a very simillar meaning to the earth one, the red represents the hardness of the martian soil and so the sacrifice made for those who came first to populate here, they also represent the toughness of the Martian people; The Black represents Space and grief for those who died for the empire and the greater good
-The Stars have a very cool meaning themselves, all the seven pointed stars are planets that are between mars and the sun, from left to right,the Sun Itself, Mercury, Venus and Earth, (i imagined that their position could be attached to some kind of lore like, they are positioned as the day the colony received it's independency or something), about the other stars i took again a very cabalistic number, 7, which could mean from the number of divisions that mars has, to even members of the royal family, but that's up to u.
-The Main emblem (or as i called the Royal Empire Seal) has 3 main elements, and it's simplicity has a motive too, Mars is a poor land in natural resources so i imagined that the royal family wouldn't commit the Rommanof's mistake and spoil the people, instead they prefer to be simplistic (also to keep the complexity away from the overall pop. what most dictators do), the simplistic double headed eagle represents the royal family and their past, the blue is attached to the symbolism that purple was used by nobles bcs it was hard to find, so blue in mars, represents the water, and who holds it has the power, the BIG white circle means the purity of the martian people who through challenges and battles dominated this land and got "purified" (a little touch of "i'm better than u are" is always good to start a war, and he meaning is very simmilar to the nazi white circle on their flag)for the end, teh golden (it's 4am and i don't recall the name after 2 minutes i gave up, but it's the only yellow thing in the map) means the royalty and glory of the new empire, since they use the eagle i tought tjey could explore a bit o roman mitology and symbolism

Oh my God I love both of these! Professor if you could use red or royal purple for the former and Didascalo if you could make the eagle a *bit* bigger then it'd be perfect!
Which bit did you want red/purple?
Could get away with the field being darker but darkening the star creates visibility issues with the black, that's why I went orange.
If anyone could help Masked Grizzly here some of us would like it
