+WHEREAS the Parliament of AH.com has seen a drastic need for more humorous dealings;
+BE IT ENACTED by Act of the Parliament of Alternatehistory.com,
+ARTICLE I
+Section 1, Department of Humor and Funnies: Parliament shall here-by establish a new department. Where-in the Chief Minister of Laughter will preside.
+Section 2, Selection of Ministry: the Chief Minister of Laughter will be appointed by the President with acknowledgment by the Prime Minister and with permission from Parliament. Parliament has the authority to decline such a choice if they do not see said person of being capable of holding the position and keeping government happy and fun. the Prime Minister is allowed to decline the acknowledgment of the chosen Minister, but will have no power with these matters outside of suggesting candidates to the President.

+Section 1, Division of the Ministry: the Chief Minister of Laughter will be given the authority to fill any positions necessary, as deemed by the Chief Minister of Laughter. Sub-ministries will be created by the Chief Minister of Laughter with the permission of Parliament.
