In the aftermath of the failed April 21 coup against His Administratorness' Government by members of the AH.com People's Funny Hat Revolution, 09camaro of the Evil Party submitted a set of bills with the goal of addressing the issues that led to the rebellion in the first place. This bill was part of that set and would create a new cabinet department, the Department of Humor and Funnies, the purpose of which would be to keep the government happy and fun.
MP 09camaro (E) submitted this bill to the Lower House of Parliament on April 23, 2009. Acting Prime Minister LordInsane (E) questioned whether or not Parliament had the sort of power over the Cabinet that the proposed bill suggested, while MP Pkmatrix (YSP) said he believed that “in general Parliament doesn't have any power over the Cabinet”. MP Susano (FFF) announced opposition for a similar reason: “that's not Parliament's authority but President's and we have way too many friggen ministries as is.”
New Cabinet Position Act of April 2009
WHEREAS the Parliament of AH.com has seen a drastic need for more humorous dealings;
BE IT ENACTED by Act of the Parliament of Alternatehistory.com,
Section 1, Department of Humor and Funnies: Parliament shall here-by establish a new department. Where-in the Chief Minister of Laughter will preside.
Section 2, Selection of Ministry: the Chief Minister of Laughter will be appointed by the President with acknowledgment by the Prime Minister and with permission from Parliament. Parliament has the authority to decline such a choice if they do not see said person of being capable of holding the position and keeping government happy and fun. the Prime Minister is allowed to decline the acknowledgment of the chosen Minister, but will have no power with these matters outside of suggesting candidates to the President.
Section 1, Division of the Ministry: the Chief Minister of Laughter will be given the authority to fill any positions necessary, as deemed by the Chief Minister of Laughter. Sub-ministries will be created by the Chief Minister of Laughter with the permission of Parliament.
Section 2, Appointment of Sub-Ministers: All other Ministers within the Department of Humor and Funnies will be selected by the Chief Minister of Laughter. These Ministers will be acknowledged by the President. Parliament will have the sole right to decline the appointment of these new ministers should they be deemed unfit for service.
Voting in the Lower House of Parliament began on April 24, 2009 and will end on May 1, 2009.
Unable to meet the passage requirements set out in either Article I or Article II Section 2 of the Legislative Procedures Act, this bill failed to pass.
