The Chancellor fills the dual roles that, in other systems, might be filled by a Vice President and a Prime Minister: he or she can still introduce legislation, but is unable to vote for or against any legislation unless the voting window closes and there is a tie. However, the Chancellor is still able to debate any bill while still in congress.
