Wings-over-the-World Type Regime

Is it possible to get a regime like the one in HG Wells’ the Shape of Things to Come or the Brave New World’s World state following an incredibly long lasting/globe-spanning world war?
Said regime would at least aim to:
  • Unify the majority of the world’s surviving population and area
  • Impose a single language at least as lingua franca
  • Ban religion like the Soviets did IOTL
  • Create reservations for dissidents or areas deemed too worthless to rule directly
Exactly who would create such a regime and how?
South America seems to be less affectable than North America/Europe/East Asia, as is South Africa and Australia, and it has a pre-existing racial mixture which would at least accustom people to different racial groups, if not eliminating prejudice outright (white, mixed-race, black, Native and European/Asian immigrants), and some industrialization

If you have a wannabe-world government sit out the war, you could have a postwar conquest - in LTTW this is the Doctrine of the last throw

"The sovereign states have withered away and political ideologies exist only as picturesque survivals or atavistic patches of superstition. The solution is `as easy as A.B.C.' Power must pass to the organization that directs traffic through the world-wide radio network.".
Dissident groups are cowed by infrasound issued by airship groups.

I didn’t know “With the Night Mail” was part of a larger universe. I thought it was a stand-alone.

Warning: severe implausibility ahead

In the 1970s, an elaborate conspiracy between elements in the higher echelons of the American and Soviet militaries leads to a secret agreement that, in the event of a nuclear exchange, the conspirators will take power in coups in their respective countries, seize control over what remains of the government, and join forces to form a nuclear hegemony and dominate the postwar world.

The motivation is presented as making the best out of a terrible situation: if civilization is fated to be destroyed, why not set things right upon its rebirth?

Over the course of a decade, the plotters develop their plans — let's call it Operation Phoenix, but it could just as well be called "Afterlife," "Resurrection," or "Reincarnation" — under the guise of military-to-military meetings and through coded signals.

WW3 happens in the late 1980s and Phoenix takes effect within 72 hours of the first nuclear detonations. Despite a few close calls that could have jeopardized things on either side of the Iron Curtain, the designs come to fruition and an American-Soviet alliance is a reality (albeit with 90% of each country completely in ruins). The cabal spends the next several months establishing order and playing nuclear whack-a-mole with recalcitrant local commanders and surviving submarines who see it as their duty to keep fighting the enemy. In addition, they also make sure to neutralize the French, British, Chinese etc. as nuclear threats.

By 1990, the "nuclear alliance" is in functional control of the world. Any regional dissenters are given warnings, then mercilessly destroyed if they do not fall into line. The hotlines that were supposed to help prevent nuclear holocaust have become indispensable tools of communication for the men who carried out that holocaust and are increasingly suspected of having engineered it in the first place.

I have encountered at least 3 separate times the idea of a New World superpower riding out an old-world destroying nuclear war and taking over the world:
- Decades of Darkness “What if Germany and Russia nuked each other leaving only the US as the only superpower”
- WMIT original ending: France, Germany, Egypt, Italy and Russia nuke each other taking out China and Japan in the process, allowing the NUSA to basically conquer the world along with Atlantica (denmark in exile) and Dutch-settler allies of South Africa, Ceylon*, Indonesia* and Australia
- Look to the West: @Born in the USSA had speculations that if the (South American) Combine reformed, it could ride out a American-Chinese vs. Russian-French nuclear war
*the locals were eliminated

Is this a plausible route to World government especially if the Power has territory in Africa and Asia already?
