Wilhelm Goes to Britain

If I recall correctly, when the Nazis invaded the Netherlands, Churchill offered the former Kaiser Wilhelm safe refuge in the UK. Wilhelm declined. What if he had said yes? Could he have organized some sort of government in exile? Would he have had the credibility to bring more Germans into an anti-Nazi resistance?
 
He would die one year later anyway. And although he despised the nazis, I can't see him work openly against Germany. And at this time, the majority of the Germans didn't care for him anymore.
 
Wilhelm was proud of his Germans. He tried to play a role in Germany again, but Hitler didn't want him to do so. But, of course, that was AFTER he was trapped in the Netherlands. Thus when Churchill offers him exile, he would still think that the victorious German armies could welcome a former emperor. Maybe not making him emperor again, but return to Germany and respect.
