WI: Universal, inflated nobility similar to horoscopes?

What if in the 19th century, it became customary in European countries to peg the cost of buying an unlanded noble title at some fixed price, which due to inflation, became extremely cheap as the industrial revolution increased average incomes? During the waning time that unlanded nobility retained cultural value, a large portion of the population decides to buy a title of nobility. By the modern day, it becomes commonplace and inconsequential like horoscopes and astrological signs. What minor changes in society would result if everyone in former Commonwealth countries and European countries had a title of nobility?
