Admiral Tirpitz occupied the position of Secretary of State of the Imperial Naval Office from 1897, equivalent of the British First Lord of the Admiralty, or the US Secretary of the Navy. He commanded no forces, he was in charge of budgets for the ship-building programmes amongst other things.

.......The administration of the KM was not a coherent unified body capable of either advising or carrying out the Kaiser's orders. The KM was divided in to a number of components, all of which were in a direct line of command to the Kaiser. There was no admiral in overall command of the KM. There was no equivalent of the First Sea Lord or the US Chief of Naval Operations. This was a recipe for bureaucratic rivalry, and confusion in the implementation of policies. ........

Tirpitz knew this and supported it in the hope that in wartime Naval Command would coalesce/centralise around him, but this never happened and bad command plagued the KM throughout the war while Tirpitz intrigued and was marginalised.

WI Tirpitz got his wish? What departments/commands could be be double hatted into? Could a new position be created, and what would it be? Would Tirpitz be any good if he was given a high command, or would be be shit?
