We are going to need more details for this discussion to work:
How did the Soviet Union survive? By pulling a ‘Deng’ and enact economic reforms while keeping the communist party in power? By successfully implementing automation via OGAS? Become the Union State and transform into a social democracy? Or by going full North Korea and survive by becoming an even more repressive police state?
Well no peace dividends or reduction in forces for western militaries for one. At the very least, the US military would have a lot more of their advanced toys compared to OTL. A lot of projects were canceled or scaled down in the 90's after the Soviet Union fell. Here, with the Red Horde ready to cross the Fulda Gap/Polish Border at any moment... (Depending on exactly how well the Warsaw Pact does, just cause the Soviet Union survives doesn't mean the communist satellites do.)
