WI: The ‘Partus Sequitur Ventrem’ law was passed thirty years later?

A little bit of background: the ‘Partus Sequiter Ventrem’ law was passed in December 1662 colonial Virginia ordering that any children born to a slave mother (typically African American) was to be a slave for life. Other states soon followed suit, but prior to this law, mixed race children of white male slaveholders could sue to gain their freedom, (in fact one woman did so, to gain both her and her three quarters white son by a English father freedom.) What would happen if this law was passed in December 1692, (at the very least,) and how would it affect America? (In particular, how would it affect culture and politics?)
