It's not as if there were never any attacks on US soil other than Pearl Harbor, but the impact in the grand scheme of things would be insignificant.

The half dozen u-boats Doenitz DID surge to the U.S. coast in December 1941 ended up doing vastly more harm to the U.S. war effort by sinking U.S. merchant traffic than anything they could have done in New York City. As a bonus, they all even survived to return home.
