WI earlier Zeppelin?

What if the Germans (Prussians) developed the Zeppelin earlier, so that they would could be used in the Austrian, Danish and French wars in the 1860s/70s?

What function could the Zeppelins be used in and how would they affect the latter part of 19th century warfare?
 
It would probably be similar in role to the hot air balloons used by the OTL Union Army in the American Civil War. In fact, said balloons were the inspiration for the Zeppelin!

As for how the union used said balloons, they were mostly used for reconnaissance, as they could see far away from their high vantage point. However, they had trouble communicating with the army on the ground below.

As for using them how one would use a bomber aircraft, they would likely be a very big target for artillery and even long range guns, forcing them to fly at high altitudes as any hit to the hydrogen cells would make the airship explode. I don't think an early Zeppelin's density would be low enough to fly high enough to avoid enemy fire, making them pretty useless for anything other than recon.
 
If we're looking at how they did in WWI, it wasn't that easy to shoot down a zeppelin until you got incendiary bullets (when you can actually at all reliably make them catch on fire - just hitting an airship is going to do very little) - on the other hand, they weren't very effective bombers anyway.

So probably great for artillery observation and other recon, but otherwise not doing a heck of a lot.
 
In the 1860/1870s, how do you
1) move the thing? Steam engines I suppose, but the power/weight ratio will suck. You might o ly be able to use them on calm days, as the top speed might well be less than 10kph.
2) talk to the ground? No radios yet.
