What if Pakistan is a country consisting of Bangladesh and Sindh?

Sindh and Bengali Muslims are the most enthusiastic about the Pakistan Movement, while Punjab, Balochistan & Khyber-Pashtun are not as supportive. Had Britain favored the Indians and the Congress party more and allocated the whole of Kashmir and Punjab to India, the new Pakistani state would have been only present-day Sindh and Bengal (with even smaller territories and without the Chittagong Hill Tracts and the western part of Rangpur province).

Balochistan was created as a monarchy ruled by the Ahmad of Kalat

NWFP may not be annexed by India, but attached to India in a semi-independent form

How would this situation affect the history of South Asia? How would the politics and culture of the countries change, and would a Bengali-dominated Pakistan try to expand its territory and compete with India for supremacy?

It could barely survive as a functioning state
I see it being an Indian satellite
