How could you achieve this result by the present day with the POD of 1800 or later? This Russian Empire CANNOT be the sole Great Power or superpower, and there has to be at least one other nation of comparable power. Have at it!

I had a Russian Empire that stretched to the Mississippi in the story I wrote....in the other place

Would that result in one part of it always being in daylight ?

Ironically enough, in my Sun Never Sets TL, the nineteenth century empires in general are seeing a longer lease on life, Russia amongst them.
